Background:

The Rwanda Economy Digitalisation (RED) programme is a three-year partnership between the Government of Rwanda and the Mastercard Foundation, implemented by Cenfri, to advance the digitalisation of the economy in Rwanda. The programme works with public and private stakeholders to leverage insights from data analysis to improve policymaking, catalyse innovation, and ultimately, improve livelihoods.

 

Job Summary:

The Data Governance and Partnership Manager plays a facilitating role in the programme’s engagement with partners and ensures the programme’s compliance with current Data Protection Laws and regulations throughout the engagement on a contract until 30 April 2027.

This position will work closely with the Partnership and Country Lead to ensure the initial engagement with partners is smooth but will also provide continuous support to the different programme workstreams throughout their engagement with partners. The Data Governance and Partnership Manager also has a responsibility for ensuring the programme’s compliance with current Data Protection Laws and supporting the Data and Research team to access Data.

 

Key responsibilities

1. Partnership engagement

Under the guidance of the Partnership and Country Lead:

  • Facilitate the engagement with the identified Partners in the public and private sectors.
  • Prepare required partnership documents, based on existing templates, to structure the relationships with partners, including memoranda of understanding, data processing agreements and non-disclosure agreements.
  • Ensure that all parties understand their responsibilities and obligations under the agreements.
  • Support partners and the programme workstreams in their compliance with regulatory and contractual requirements applicable to the data being shared and insights being generated.
  • Work with all workstreams to ensure the establishment of regular communication channels with partners to discuss ongoing engagements, updates, and feedback.
  • Support partners with the development and implementation of data strategies.

2. Data Access

  • Support the programme’s Data and Research team to engage the onboarded Partners on Data Access in terms of:
  • Obtaining metadata or data dictionaries of the data to be shared or accessed for analysis.
  • Developing and implementing processes to facilitate secure and complaint access to data.
  • Working with Partners IT/ Data teams to ensure that proper data access controls and permissions are in place.
  • Coordinate with partners to resolve any data access issues and ensure seamless data integration.

3. Compliance Monitoring and Checks

  • Establish mechanisms to monitor compliance with data governance laws and regulations.
  • Conduct regular checks to assess adherence to data protection laws and internal policies.
  • Identify and address any non-compliance issues promptly.
  • Establish regular communication channels with partners to discuss data governance issues, updates, and feedback.

4. Incident Response and Breach Management

  • Establish an incident response plan to address data breaches and other data security incidents.
  • Ensure timely reporting and communication of data breaches to relevant authorities and affected individuals as required by law.
  • Conduct post-incident reviews to identify lessons learned and improve data protection measures.

5. Reporting and Metrics

  • Develop and maintain reports to track data governance activities.
  • Communicate data governance metrics and progress to the programme Management and Partners.
  • Prepare and submit reports to regulatory authorities as required.

Qualifications

  • Education:
    Master’s degree in Information Management, Data Science, Computer Science, or a field relevant for Data Compliance.
  • Experience:
    Minimum of 5 years of experience in data governance, data management, or a related field.
    Proven experience in leading data governance efforts during large-scale data transformation programmes, particularly those focused on data analytics.
    Data experience in the public sector will be an advantage.
  • Skills:
    Strong understanding of data governance principles and best practices.
    In-depth knowledge of data protection laws and compliance requirements.
    Excellent analytical, organizational, and problem-solving skills.
    Strong communication and interpersonal skills, with the ability to work collaboratively with diverse teams and external partners.

Location:

Cenfri is based in Cape Town, South Africa, with an office in Kigali, Rwanda and it would be ideal to be based in Kigali.
