Cenfri wishes to appoint an independent consultant or consultancy firm to undertake an interim evaluation of the Rwanda Economy Digitalisation (RED) programme activities and the related outcomes and impact to date.

The programme, which is funded by the Mastercard Foundation and implemented by Cenfri in partnership with the Rwandan Ministry of ICT and Innovation, is intended to catalyse the use of data for decision-making (particularly policymaking). Ultimately we want to see data used to shape decisions that contribute to improved digitalisation across key sectors of the Rwandan economy.

The purpose of the evaluation is to:

• Provide an independent assessment of this experimental programme (experimental in the sense that this approach has not previously been used by the funder)
• Document learnings from key stakeholders involved in the work to date

This opportunity is ideal for consultants who are based in Rwanda and able to conduct interviews in person.
