Christiaan Loots


Christiaan leads the digital transformation theme area for Cenfri and has been part of the team from 2012 until 2018 and again since 2024. He is responsible for managing the research workstream in our ongoing multi-year Economy digitalisation programme for the Rwandan Ministry of ICT (funded by Mastercard Foundation), as well as the data for decision making programme, funded by the Hewlett Foundation, which aims to establish demonstration cases that illustrate the value of data to inform policymaker decisions related to growth and development.

Christiaan has 14+ years’ professional experience in international development, financial inclusion and finance, throughout which the common thread has been data-driven research to inform policy decisions. He enjoys projects that require conceptual thinking and has increasingly focused on issues related to sectoral economic development and inclusive growth.
