Vera Neugebauer


Vera Neugebauer is an Engagement Manager at Cenfri, where she leads work on inclusive integrity, digital identity, and MSME development. Since joining Cenfri in 2018, she has managed complex, multi-country initiatives across Africa and Asia, using regulatory and market insights to unlock access to finance—particularly for women-led micro, small and medium enterprises.

Her portfolio includes extensive consumer research on the access, adoption and use of instant and inclusive payment systems; segmentation and market sizing of women-led micro enterprises; sex-disaggregated data diagnostics; and value chain diagnostics to inform MSME resilience product development. Vera has also led the development of e-KYC and identity-sharing frameworks to promote more inclusive onboarding and verification systems.

In her work on inclusive integrity, Vera has provided hands-on technical assistance to remittance service providers and regulators to strengthen customer due diligence practices and embed proportionate, risk-based regulatory approaches. She has also worked with insurance regulators in Sub-Saharan Africa to support their role in fostering innovation within the insurance ecosystem.

Vera chairs the Microinsurance Network’s MSME Best Practice Group.

Prior to joining Cenfri, Vera worked as a Project Employee at McKinsey in the German Market Knowledge Department, where she focused on public sector projects. When not behind her laptop, Vera can likely be found hiking or running in the mountains around Cape Town or on her surfboard.

  • Master’s Degree of Science in Development Economics, the University of Göttingen
  • Bachelor’s Degree of Arts in Political Science and Economics, the Goethe University Frankfurt
