Cenfri, a development consultancy with offices in Cape Town and Kigali, has an opportunity available for a Monitoring, Evaluation and Learning (MEL) Specialist. This is a fixed-term, full-time role (with a contract period until 31 March 2027).

 About Cenfri

Through its work, Cenfri is interested in contributing to sustainable economic growth in emerging markets and supporting efforts to build welfare-enhancing digitalised economies. The incumbent would primarily provide MEL expertise to the Rwanda Economy Digitalisation (RED) Programme (approximately 75% of the time) as well as support MEL activities for other programmes and contribute to impact initiatives for the organisation as a whole.

The focus of the RED programme, which is implemented in partnership with the Rwandan Ministry of ICT and Innovation and the Mastercard Foundation, is the use of data for policymaking and strategic decision-making.

About the role

The MEL Specialist would be expected to:

  • Successfully coordinate and execute reporting to funders.
  • Design and develop the monitoring, evaluation and learning frameworks for phase 2 of the RED programme (including the establishment of baselines).
  • Project manage external programme evaluations and baseline studies.
  • Support project teams in understanding their MEL responsibilities and manage related data collection, evidence generation and analysis. This would include setting up MEL systems for external contractors to use.
  • Undertake independent data collection and insights generation via appropriate tools, for example, surveys and interviews.
  • Contribute to the overall strategy of the programme (based on MEL results and impact objectives)
  • Support the learning outcomes of the programmes (and Cenfri as a whole). This would include assisting in the facilitation of learning workshops with key partners, stakeholders and donors.
  • Provide strategic input on, or develop, appropriate MEL or impact statements for inclusion in business development proposals.
  • Contribute to communications around impact achieved via Cenfri’s work (by writing impact stories or learning notes).

Requirements

Applicants should have:

  • A relevant tertiary qualification (preference for a formal qualification in Monitoring, Evaluation and Learning or similar but open to applicants with a background in development finance, international relations, economics, or other social sciences)
  • More than 5 years hands-on experience in a similar role
  • A successful record of supporting donor reporting for projects/programmes in the development sector (ideally in the field of economic research, data, financial sector development or policymaking)
  • Excellent communication and writing skills
  • Knowledge of MEL trends and impact conversations pertaining to longer-term systemic change
  • Good proficiency in MS Office applications
  • (Preferable but not essential) Experience in monitoring and evaluation for an evidence-informed policymaking programme or projects that have an applied data science focus

Location

Cenfri is based in Cape Town, South Africa, with an office in Kigali, Rwanda and it would be ideal to be based in Cape Town. Occasional travel to Rwanda may be necessary.
