Background:

The Rwanda Economy Digitalisation (RED) programme is a three-year partnership between the Government of Rwanda and the Mastercard Foundation, implemented by Cenfri, to advance the digitalisation of the economy. The RED programme supports both government and private sector partners. Its private sector engagement consists of two distinct components:  (1) a small number of medium and large enterprises which the programme assists to unlock their data assets for both business growth and public policy (known as the Portfolio firms),  and (2) a larger group of mostly rural micro, small and medium enterprises which the programme assists to digitize their business processes and advance their generation and use of data for business purposes (known as the MSME cohort).

 

Job Summary:

The Enterprise Digitalisation Manager will oversee and manage the programme’s relationships with external service providers for both Portfolio firms and the MSME cohort. In particular, the position will direct the programme’s support for the MSMEs cohort, the majority of which will be located outside Kigali until 30 April 2027.

The RED programme partners with the larger private sector firms to advance their data-driven decision-making, and with micro, small and medium enterprises to digitize their business processes and advance their generation and use of data for business purposes.

The position will work closely with the Partnership and Country Lead who oversees the programme’s private sector engagements.

 

Key responsibilities

  1. Coordinate support to Portfolio firms
  • The Enterprise Digitalisation Manager will coordinate between the Private Sector Service Provider and the RED programme workstreams to onboard Portfolio firms and structure their contractual relationships with the programme. In particular, this will involve close collaboration with the Country and Partnership Lead.
  • Coordinate the support to be provided by programme workstreams to Portfolio Firms.

2. Manage the MSME portfolio

Work with the Private Sector Service provider to select a portfolio of MSMEs to be incorporated in the  programme.

  • Support the Private Sector Service provider work to structure the partnerships with the  MSME cohort, including securing their buy-in, contractual and any necessary data sharing arrangements.
  • Develop a framework and approach to assist the MSMEs in integrating digital tools and technologies into their existing business systems and processes.
  • Provide guidance on selecting appropriate digital and data solutions that align with the MSME’s business objectives.
  • Ensure smooth implementation and adoption of digital processes and technologies by MSMEs.
  • Facilitate engagement between other programme workstreams and the MSME portfolio of firms.

3. Private Sector Engagement

  •  Manage the relationship between the RED Programme and the Private Sector Service Provider
  • With the Private Sector Service Provider, coordinate the support of the programme workstreams to the private sector Partners
  • With the Private Sector Service Provider, coordinate the organisation of convenings of private sector partners for the different learning and dissemination events presented by the Programme.

4. Performance Monitoring and Reporting:

With the MEL Specialist and the Private Sector Provider:

  • Develop key performance indicators (KPIs) to measure the impact of the Programme’s support to Portfolio firms and the MSME cohort.
  • Monitor and report on progress with the adoption of sound data governance by Portfolio Firms and the digitalization of the MSME cohort.
  • Regularly analyze and report on the impact of digitalization efforts.
  • Identify areas for improvement and make recommendations for future projects.

 

Qualifications:

  • Bachelor’s degree in Commerce, Business Management, IT or related field
  • 5+ proven experience in data analytics and digital transformation projects or a related field.
  • Strong understanding of the challenges and opportunities faced by MSMEs and large firms in the digital age.
  • Excellent project management skills, with the ability to manage multiple projects simultaneously.
  • Proficiency in Agile Practices and Tools and change management principles.
  • Strong interpersonal and communication skills, with the ability to engage and influence stakeholders at all levels.
  • Problem-solving mindset with a proactive approach to identifying and addressing challenges.
  • Experience in social entrepreneurship.

Location:

Cenfri is based in Cape Town, South Africa, with an office in Kigali, Rwanda and it would be ideal to be based in Kigali.
