Victor is an economist and strategist with over seven years of experience in research, strategic planning, and project management across Africa. At Cenfri, he contributes to initiatives focused on financial inclusion, digital transformation, and sustainable development. His expertise spans data-driven policy analysis, financial consumer protection, Monitoring and Evaluation (M&E), and cross-sector stakeholder engagement.
Victor has supported several high-impact projects, including the development of an EU-funded dashboard to track the implementation of financial consumer protection guidelines across SADC, research on regulatory gaps for vulnerable consumers in digital financial services (DFS), and policy advisory on broadband affordability and 4G adoption in Rwanda. He plays a key role in Cenfri’s Rwanda Economy Digitalisation (RED) Programme, leveraging financial service provider data to advance financial inclusion and inform national digital strategies.
Prior to joining Cenfri, Victor served as Head of Projects and Research at Bridges Limited in Zambia, where he led the design of strategic plans and M&E frameworks for clients such as the Zambia Revenue Authority, Energy Regulation Board, Pensions and Insurance Authority, and Atlas Mara Bank (now Access Bank).
